Background of the PUA
The PUA expires on December 31st, 2020, and provides up to 39 weeks of UI benefits to people not otherwise eligible for regular unemployment compensation (including independent contractors and self-employed individuals). Generally, to qualify for PUA benefits, an individual must be “otherwise able to work and available for work within the meaning of applicable state law, except the individual is unemployed, partially unemployed, or unable or unavailable to work” because of one of the COVID-19-related reasons set forth in the CARES Act. These reasons include when the person is:- ill from the virus;
- unable to reach their place of employment because they are quarantined;
- caring for a household member with the virus; or
- the primary caregiver of a child who is at home due to a forced school closure.
